Become a member of the City Independent Custody Visiting scheme

The City of London Police Authority Team manages up to 5 dedicated volunteers who undertake vital duties for its City Independent Custody Visiting (ICV) scheme.

Representatives from the community are recruited and appointed on a geographical basis to visit the City of London Police’s custody suite (Bishopsgate custody). As part of this Scheme, ICVs are appointed to carry out regular, unannounced visits on the conditions under which detainees are kept. These checks are made by pairs of visitors at varying times of the day and night to ensure a consistent pattern of visits. After every visit, the pair of visitors complete a written report form about their findings, which is then passed onto the ICV Scheme Manager at the Police Authority Team for review and follow up.

The City of London Corporation, in its capacity as the police authority for the Square Mile, is currently recruiting volunteers from the City to act as Independent Custody Visitors (ICV).

The Police Authority Board has agreed a Scheme which safeguards the welfare of people detained in City of London Police Stations. As part of this Scheme, independent visitors are appointed to carry out regular checks on the conditions under which detainees are kept. It is an important and valuable role in the local community, particularly through maintaining public confidence in this important area of policing.

The main duties of a visitor are to attend a local police station on a monthly basis and carry out inspections of the cells. Each visit should last no longer than two hours. Although ICVs are unpaid, any incurred expenses would be reimbursed. You will be provided with all relevant training. Volunteers can be either residents or City workers and require no formal qualifications, although they must be over 18 and cannot be justices of the peace, serving police officers or police staff; members from the City of London Corporation or special constables.

All applicants and volunteers will be subject to a volunteer background check and police vetting clearance check (NPPV2 clearance).
