There are many roles within the City of London Corporation that have been in existence for centuries, with very interesting names and stories and not always known about or understood. Chief Commoner is one of them.
Historical Context
The position of Chief Commoner dates back to 1444, when it was established to manage the lands granted to the City by King Henry VI. The role has evolved over the centuries, adapting to the changing needs of the City while maintaining its ceremonial significance. The Chief Commoner is woven into the fabric of the City’s governance and is a key figure in its rich history of local government, which has been continuous since Roman times.
The office of Chief Commoner is unique in that it is the only role now directly elected by the whole Court of Common Council and serves to recognise the contribution the office holder is likely to have made to the City Corporation over a number of years. The Chief Commoner is, therefore, the foremost representative of the elected councillors with regard to their rights and privileges – but equally, seeks to uphold the discipline and integrity of the Court.
The Chief Commoner holds office for one year and acts as a counsellor when required and takes the lead in relation to the scrutiny of training and development opportunities offered to councillors. They actively promote the aims, values and responsibilities of the City of London Corporation internally – and externally in support of the Lord Mayor and the Policy Chairman and also takes the lead in relation to all matters of City Corporation hospitality.
Current Chief Commoner
In October 2024, Henry Pollard was elected as the Chief Commoner, succeeding Peter Dunphy. He was installed in the role in Spring 2025. Henry has a long history of service within the City, having been involved in various committees and boards, including oversight of London’s wholesale markets. His election reflects the ongoing tradition of the role, which continues to play a vital part in the governance and ceremonial life of the City of London.

Henry was first elected for the Ward of Dowgate in 2002 and has served on a range of committees, chairing the Police and Markets Boards. He is a Donation Governor of Christs’ Hospital School and served as an Almoner on the school’s Foundation. He is past Chairman of the Vintry & Dowgate Wards’ Club and has served as Deputy Governor of The Honourable, The Irish Society. He is also proud that a police horse named in his honour, PH Pollard, continues on his beat in the City. Henry is a Liveryman of the Skinners’ Company and is a Foundation Member of the Guild of Investment Managers serving as Master in 2022/23.
